Description

Author Angela Cummine gives a brief overview of her book on Sovereign Wealth Funds: what they are, and who actually owns them. Dr Cummine then explains some of the political disagreements that can occur when the state sees itself as the primary owner of sovereign wealth, rather than the agent of the people, who she argues, are the principal-owners of these assets. It is citizens therefore, who must enjoy meaningful control over and benefit from these assets. If sovereign funds are managed and used in a way that respects this vision of them as community funds holding citizens' wealth, they could be used for a whole range of laudable public policy goals, for example, to plug budget deficits and to tackle economic inequality. The course will help us understand what determines the flow of goods across countries, i.e. international trade, and what determines the flow of savings and investments from one country to another, i.e. international finance. The subject is one of the oldest fields in economics and is extremely topical at the moment, with the ongoing debate on globalization, free trade agreements, the large current account deficits of the US, the prospects for exchange rates, and the calls for a new global financial architecture following the financial crises in East Asia and Argentina. In the course we will both cover the basic tools and some topics of current interest. This course aims to get students thinking about politics and policy as a part of their everyday life. We treat politics as a struggle among competing advocates trying to persuade others to see the world as they do, working within a context that is structured primarily by institutions and cultural ideas. We’ll begin by developing a policymaking framework, understanding ideology, and taking a whirlwind tour of the American political system. Then, we’ll examine six policy issues in depth: health care, gun control, the federal budget, immigration reform, same-sex marriage, and energy and climate change. This course aims to get students thinking about politics and policy as a part of their everyday life.
