The rise and decline of a global security actor: UNHCR, refugee protection and security

Description

Public Seminar Series, Hilary term 2014. Seminar by Dr Anne Hammerstad (University of Kent), recorded on 12 March 2014 at the Oxford Department of International Development, University of Oxford. In this presentation, Dr Hammerstad discusses the rise and decline of the United Nations High Commissioner for Refugees (UNHCR) as a global security actor. She follows the refugee agency through some of the major conflict-induced humanitarian crises and complex emergencies of the past two decades, including Afghanistan, Bosnia, Iraq, Kosovo and eastern Zaire/Congo. In the 1990s UNHCR went through a momentous transformation from a small, timid legal protection agency to the world?s foremost humanitarian actor playing a central role in the international response to the many wars of the tumultuous Wales; http://creativecommons.org/licenses/by-nc-sa/2.0/uk/

Governing Refugees: Justice, Order, and Legal Plauralism on the Thai-Burma Border [Book event]

Description

Seminar given on 29 October 2014 by Dr Kirsten McConnachie (Refugee Studies Centre), part of the RSC Michaelmas term 2014 Public Seminar Series. Refugee camps are imbued in the public imagination with assumptions of anarchy, danger and refugee passivity. 'Governing Refugees: Justice, Order and Legal Pluralism' marshals empirical data and ethnographic detail to challenge such assumptions, arguing that refugee camps should be recognised as spaces where social capital can not only survive, but thrive. In this talk, Dr McConnachie examines themes of community governance, order maintenance and legal pluralism in the context of refugee camps on the Thailand-Burma border. The nature of a refugee situation is such that multiple actors take a role in camp management, creating a complex governanc Wales; http://creativecommons.org/licenses/by-nc-sa/2.0/uk/

Survival migration: failed governance and the crisis of displacement

Description

Public Seminar Series, Michaelmas term 2013. Seminar by Dr Alexander Betts (University of Oxford) recorded on 16 October 2013 at the Oxford Department of International Development, University of Oxford. The talk, based on Betts new book, will explore the challenge of responding to new drivers of cross-border displacement that fall outside the existing refugee framework. Rather than beginning with particular causes of displacement, whether environmental change, food insecurity or generalized violence, it offers a human rights-based framework through which to critically consider who, in a changing world, should be entitled to cross an international border and seek asylum. Based on extensive fieldwork, it grounds its analysis in an exploration of contemporary flight from three of the most fra Wales; http://creativecommons.org/licenses/by-nc-sa/2.0/uk/

Immigration and welfare chauvinism: Britain since 1800

Description

Professor David Feldman, historian, describes the "welfare chauvinism" existing in Britain since the 18th century. By this he means that welfare systems were maintained but reformed so as to exclude 'outsiders' (internal and international migrants). He refers to Britain's 'poor law' and the development of the welfare system up to the late 1990's, to include or exclude migrants. He also discusses the argument that welfare states need to be founded in a 'homogenous' society, and that that homogeneity is institutionalised. Migration scholars and NGOs have often sought to disassociate popular associations between criminality and immigration: migrants are not criminals, nor are they necessarily more likely to commit crime. But this risks ignoring important relationships between immig Wales; http://creativecommons.org/licenses/by-nc-sa/2.0/uk/

Identification and mobility Control: Police sciences, technology, and international cooperation in West Europe, 1900-1930

Description

Dr. Ilsen About takes us through the fascinating development of technology used by police in the early 1900's to allow for the identification of criminals internationally, known as 'distant identification'. This development began before the establishment Interpol's forerunner. The attempt to develop an international language and index to identify criminals that were moving across borders saw several ups and downs. Migration scholars and NGOs have often sought to disassociate popular associations between criminality and immigration: migrants are not criminals, nor are they necessarily more likely to commit crime.
